Contents: Theory and Practice of Public Services

Germany has a pluralist economy in which public and other non-profit organizations exist

alongside private sector enterprises. These lectures will provide an insight into the nature of

the public and non-profit sector entities. In particular, services of general economic interest

will be examined from an institutional and a functional level, as well as aspects of

management, business organization, personnel management, purchasing, service provision

and delivery, financial management and accounting systems. Since public and other non-

profit-institutions have to fulfill public needs, questions of economic efficiency and

effectiveness of those services will be discussed.

The course provides students with basic knowledge in public service management. Public

administrations, public and non-profit enterprises are examined from both an institutional

(structure, business environment, legal form, relationship to sponsoring authority etc.) and

functional (accounting system, service provision and delivery, management style etc.)

perspective. EU-aspects related to services of general economic interest are also a topic of

the course.

Contents: Healthcare Management I

The aim of this course is to give a concise introduction to aspects of modern healthcare

management. After a short introduction to the main characteristics of the German healthcare

sector, its market environment and its legal framework, the lecture focuses on key questions

of modern healthcare management from an institutional as well as a functional point of view.

Present-day problems of hospital management are also discussed (e.g. in- and outsourcing,

lean management, integrated service delivery, networking, profit centers, quality

management, takeovers).

Contents: New Public Management

This series of lectures will examine public administration from both an institutional and a

functional perspective. In the first half of the course, the theory of public tasks will be

considered and analyzed and the sponsoring agencies of these public tasks in Germany will

be identified. In the second half of the course, business administrative functions such as

corporate management, business organization, personnel management, materials

management, financial management, accounting systems and financial control will form the

focus of study. The main aim of public service management is the economic, efficient and

effective fulfillment of public tasks. Cost-centre management, lean management and

outsourcing are principle factors in achieving this aim.

Contents: Healthcare Management II

The aim of this course is to familiarize students with the distinctive features of finance within

the healthcare sector. In addition to an introduction to the development of the legal

framework governing this area, current economic and legal parameters will be analyzed and

possible reform options for reorganizing financial management arrangements will be

explored (e.g. hospital controlling, internal budgeting, monistic financing). An introduction to

the special characteristics of accounting and auditing systems within this sector will be

provided. As special focus lies on the change of hospital financing towards a DRG System

from 2003 onwards.

Contents: Seminar on Public and Non-profit Management

In these seminars public and non-profit management themes will be discussed. From

general thematic areas (e.g. administrative controlling, outsourcing, efficiency of public

services) students will select individual topics (e.g. strategies of public agencies, outsourcing

with regard to transaction costs, methods for measuring the efficiency of public services) for

the essay and class presentation which will be followed by plenary discussion.

4.1.3 Examination

Grading:

It is possible to take written exams in all courses of Public & Non-Profit Management. The

exams are part of the diploma exams, which take place after the end of the lecturing period.

It is necessary for all participants to register for the examination.

���� ECTS Credits: 5 for one course

In the seminar, an essay (12-15 pages) must be written. The examination requirements for

the seminar include also an oral presentation of the chosen topic. It is necessary to register

for the seminar and attendance is compulsory. The topics for the seminar papers for the

coming semester are announced and allocated in the last week of lectures of the previous

semester.

Final Thesis (“Diplomarbeit”):

As a registration requirement for the final thesis, it is necessary that the “Seminar on Public

and Non-Profit Management” is passed with the minimum grade of 3.3. The subject areas of

the final thesis extend throughout the complete spectrum of the chair’s research field. Topics

for the thesis can also be suggested by the candidates and agreed upon by the chair.

Contents: Structures of Organizations

At first, the central dimensions of organizational structures are conceptualized:

specialization/division of work, hierarchical system, coordination mechanisms,

decentralization, and formalization. Next, on the basis of empirical studies, context factors

like divisionalization, size of organization, degree of internationalization/globalization, kind of

technology employed and dynamics of the environment influence the dimensions of

organizational structures will be discussed.

The following organization theories will be discussed and critically analyzed: Max Weber's

theory of bureaucracy, scientific management and recent management concepts, human

institutional approach and the interpretative approach.

On the basis of real cases the following problems are discussed: How is a fundamental

organizational change conceptualized? Which kind of resistance are organizational changes

likely to encounter? How can change projects be evaluated? In addition, the realization of

new management concepts in practice is discussed.

Current dissertation projects are presented and discussed.

The procedure to earn full credits for the major Bu siness Administration and

Organizational Behavior will be as follows:

� Students can earn a maximum of 42.5 credit points in the various tutorials and lectures. In

the winter term credit points can be acquired in the two lectures plus tutorial and written

examinations (7.5 credit points each) as well as in the lecture Information systems &

Organization (lecture in English) plus written examination (5 credit points). In the summer

term there are written exams in the lectures of Organizational Design and Organizational

Behavior plus tutorial (7.5 points each). Additional credit points can be earned in the

Proseminar and Seminar (5 credit points each).

� In order to write a thesis, students have to attend the Seminar in Organization. To qualify

for this seminar, students have to write a paper in the Proseminar in Organization and

Management Theory.

Contents: Human Resource Management and Employment Relations in Europe

The basic aim of this course is to give an overview of international approaches to Human

Resource Management, e.g. Harvard School, Michigan School, INSEAD-Approach and

comparative approaches to industrial relations, e.g. Input-Conversion-Output Model,

Convergence Theory, Corporatism and the Strategic Choice Approach. On this basis,

differences in Employment Relations and the handling of human resource management

issues in various European countries are analyzed.

Contents: Problems of Human Resource Management and Labor Law in Companies

This seminar is a cooperation between the chair for Business Administration and Human

Resource Management and the chair for Business and Labor Law at the University of Mann-

heim. The students are confronted with real problems in the field of Human Resource Ma-

nagement and Labor Law that have arisen in companies. Business Administration and Law

students work together in small groups to solve the problem of the company.

This lecture deals with the motives, objectives and strategic concepts leading to the

internationalization of companies. An analysis of international environments is the basis for

identifying the most important factors influencing the choice of countries in which companies

operate. Different market entry strategies within the process of internationalization are analyzed.

Strategic concepts for the internationalization of companies are developed from these topics,

primarily based on capital budgeting techniques.

Contents: International Corporate Governance

In this lecture corporate control infrastructures are compared internationally. Different control

mechanisms are introduced. The specific characteristics of the governance structures in

Germany and the US are discussed (e.g. role of the banks in Germany, proxy contests in

the USA).

4.4.3 Examination

Final Exams:

� The final examination for “International Management” is a composition of seven exams in

the individual courses.

Semester

� The tutorial course and the seminar are not required for the final exam in “International

Management”. They are offered to students intending to write their thesis at the Department

of International Management.

Examination Modus:

• For each course, a 45-minute written examination will be offered at the end of the term

(semester).

• Tutorial course: Presentation of the problem solution for a business case. The work in the

tutorial course is designed as team work. The teams consist of approximately 5 students.

• Seminar: Seminar paper (about 15 pages) and presentation referring to a scientific

subject.

Thesis: • Scientific paper (4 months duration) which is written independently (maximum of 60

pages). The subject of the thesis will be discussed between students and an assistant of

the chair.

• There is no specific registration date.

• Prerequisite: tutorial course and seminar.
