Resolution drafted by Ruth Roemer and Allyn Taylor, proposed by Judith Mackay to the 1994 9th World Conference on Tobacco and Health, in Paris France. This conference resolves that:

“National Governments, Ministers of Health Organisation should immediately initiate action to prepare and achieve an International Convention on Tobacco Control to be adopted by the United Nations as an aid to enforcement of the International Strategy for Tobacco Control adopted by the Ninth World Conference on Tobacco and Health”
