If we are to design a new measure for TOSD than we

should start with a blue print solution not with compromises

But in order to guarantee unambiguous and

coherent results, we should ensure that:

1. Clarity: One circle classifies only one

(package of) issue

2. Completeness: Outer and inner circle sum

up to the totality („A“ and „Non-A“)

3. In a system of multiple concentric circles,

the outer circles should be more aggregated

than the inner ones

Some basic requirements („wishes“): TOSD should …

› … be in line with the wider scope of a New Development Agenda Post 2015, i.e.

› not only Poverty-Focus but Sustainable Development (including growth, biodiversity,

environment, climate, social security, peace etc.)

› allow to integrate climate finance reporting (no parallel reporting systems)

› … widen the perspective from donor burden to recipient benefit/receipts

› not a measure for donor benchmarking but for funds available to beneficiaries (e.g. face

value of concessional loans as gros figure)

› incentivize the mobilization of additional private funds

› allow to integrate innovative financing instruments (guarantees, equity etc.)

› … keep the focus on official funds

› Focus on public flows (exclude funds which are of a purely private nature like FDI and

philantropic donations)

› publicly mobilized private flows?

› … be politically acceptable (convincing and simple narrative)

› … be a plattform as well for non DAC-Donors (including south-south cooperation)

› … be sufficiently precise to allow the definition of a quantitative TOSD-target
