Kommunen brauchen Stimme auf Bundesebene
DIE LINKE unterstützt ausdrücklich den Vorschlag des Städte- und
Gemeindebundes für mehr Mitsprache von Städten und Gemeinden auf
Bundesebene. Dazu erklärt das Mitglied des Parteivorstandes Angelika
Gramkow, Oberbürgermeisterin von Schwerin:
Es wird Zeit, dass die Kommunen sowohl in der Regierung als auch im
Parlament ein größeres Gewicht erhalten. Es kann nicht sein, dass Bund
und Länder immer wieder Entscheidungen treffen, die die Kommunen
auszubaden haben. Ein Beispiel sind wachsende finanzielle Probleme
aufgrund wachsender Kosten für Hartz-IV-Bezieher.

« Dans la statistique suisse, le terme apparut en 1880, mais ne souleva
guère d'écho. Il fallut la diffusion de l'automobile dans les premières
décennies de ce siècle et les nouvelles orientations en matière
d'Urbanisme, d'Aménagement du territoire et de politique de l'habitat
(séparation spatiale des fonctions, par exemple quartiers résidentiels et
zones industrielles) pour faire démarrer le débat scientifique sur le sujet. »

La croissance des agglomérations pose le problème de la
coopération entre communes de la couronne et ville-centre dans
tous les domaines de la politique locale qui ont trait aux finances ou
à l'utilisation du sol, par exemple infrastructure des transports,
élimination des déchets, péréquation financière.
Dans la littérature économique, on traite de ces problèmes sous le
terme de spillovers ou d'"externalités" géographiques.

« A l'échelle régionale et cantonale on demande fréquemment que de
nouvelles institutions soient créées pour permettre la coopération
intercommunale.
De l'avis des experts, les difficultés ne résultent pas du manque
d'institutions ou de solutions contractuelles, mais du fait que la volonté
de coopérer fait souvent défaut auprès des pouvoirs politiques locaux.
Le canton de Fribourg a fait œuvre de pionnier en promulguant en
1996 une loi réglant la création des agglomérations.
Si le nombre de celles-ci a triplé en Suisse entre 1930 et 1990 (16 et
48), le nombre moyen des communes que chacune englobe a presque
quadruplé (4,6 et 16,5). Moins d'un habitant sur trois y vivait en 1930,
plus de deux sur trois en 1990. »

Stratégie traditionnelle
« Une autre solution aux relations centre-couronne fut la réunion des
petites communes périphériques au noyau, pratiquée par exemple à
Zurich en 1893 et 1934, à Winterthour en 1922, à Genève en 1931; elle
fut cependant peu appliquée (fusion de Communes). »

„Zürich wächst“
„Während also unmittelbar um die Altstadt prunkvolle Neubauten entstanden und
am See wie am Zürichberg sich das Grossbürgertum in Appartementhäusern
und Villen niederliess, wurden für die Arbeiterklasse im Sihlfeld, in Affoltern,
Aussersihl, Wipkingen, Unterstrass und Riesbach grosse Mietskasernen-Quartiere
errichtet.
Die Wohnbevölkerung Zürichs und der umliegenden Gemeinden wuchs
sprunghaft. Die Altstadt beherbergte etwa um 1800 rund 10'000
Einwohner – 1900 waren es 25'920.
Aussersihl hatte um 1800 nur 702 Einwohner, 1900 waren es bereits 52'089.
Im Ganzen wuchs die Stadt von 17'243 Einwohnern (1800, inkl. später
eingemeindete Vororte) bis auf 150'703 Einwohner (1900).“

Eingemeindung (1): 1893
„Zur Vereinfachung der Verwaltung wurden 1893 eine Reihe von
Vororten eingemeindet. Durch die sog. Erste Stadterweiterung
wuchs Zürich über seine mittelalterliche Kernstadt hinaus ins
Umland. Wollishofen, Enge, Leimbach, Wiedikon, Aussersihl,
Wipkingen, Oberstrass, Unterstrass, Fluntern, Hottingen,
Riesbach und Hirslanden wurden zu Quartieren von «Gross-
Zürich».
Dies brachte Verschiebungen im traditionellen Parteiengefüge
mit sich, da die Stadt nicht mehr länger durch Bürger und
Handwerker, sondern durch Arbeiter und Angestellte geprägt

Eingemeindung (2)
„Das weitere Wachstum der Stadt und die finanziellen Probleme einiger Vorortsgemeinden führte 1929 zum Versuch, eine weitere Eingemeindung durch eine kantonale Volksinitiative herbeizuführen. 22 Vororte sollten in die Stadt Zürich einbezogen werden. Die Initiative wurde jedoch verworfen, weil einerseits die reichen Seegemeinden Kilchberg und Zollikon diese nicht wollten und andererseits in den Landgemeinden die Furcht vor einem weiter erstarkten Roten Zürich zu gross war.
Als Kompromiss wurde 1931 eine kleine Eingemeindung angenommen, die mit einem innerkantonalen Finanzausgleich gekoppelt war.
Am 1. Januar 1934 gingen Albisrieden, Altstetten, Höngg, Affoltern, Seebach, Oerlikon, Schwamendingen und Witikon in der Gemeinde Zürich auf.
Durch die neue Gemeindeordnung wurde die Legislative der Gemeinde, der bisherige Grosse Stadtrat in Gemeinderat umbenannt. Da die bürgerlich geprägten Vororte die Dominanz des «Roten Zürich» und Steuererhöhungen fürchteten, blieb bis heute eine weitere politische Erweiterung der Stadt unmöglich, obschon die unkontrollierte «Wucherung» der Stadtagglomeration ungebremst anhielt.“ (http://de.wikipedia.org/wiki/Geschichte_der_Stadt_Zürich)

La „Grande Genève“
« Le 18 mai 1930, quatre ans après un premier refus, les
électeurs genevois disent oui à la création de la «Grande
Genève», fusion des communes de Genève, des Eaux-Vives, de
Plainpalais et du Petit-Saconnex. La Ville est dirigée par un
Conseil administratif de 5 membres et dotée d'un Conseil
municipal de 80 membres. On procède alors à un partage des
tâches entre la Ville et l'Etat. Cette organisation est encore

Eingemeindung Bern-Bümpliz: 1919
Am 28./29. September 1918 nahmen die Stimmberechtigten der Stadt Bern
den Vertrag über die Eingemeindung der Gemeinde Bümpliz in die Stadt Bern
mit 7559 Ja gegen 2901 Nein deutlich an; eine Woche später sagten die
Bümplizer fast einhellig Ja mit 631:17 Stimmen.
Damit fanden unhaltbar gewordene Zustände nach langwierigen
Verhandlungen ihre staatsrechtliche Lösung, und für beide Seiten begann
eine neue Ära:
Die Einwohnergemeinde Bümpliz wurde zum Vorstadtquartier - «Bern-Bümpliz»
hiess es damals in der Botschaft des Stadtrates - und allmählich zum heutigen
Stadtteil VI; die Stadt Bern vergrösserte ihre West-Ost Ausdehnung auf
mehr als das Doppelte und gewann Siedlungs-, Landwirtschafts-,

The World Bank (1992) uses the concept of Good Governance
in a normative sense.
It highlights aspects like rule of law, transparency,
accountability, responsiveness, participation, efficiency,
effectiveness, decentralization and subsidiarity as key
requirements of the modern state.

To sum up:
Governance stresses the importance of network
structures and the blurring of a clear cut distinction
between the state and the private sector, the multilevel
character of sub- and supranational state activities, the
decreasing importance of hierarchies, the importance of
processes instead of structures, mainly negotiation and
cooperation instead of coercion, command and control
