Städte im Wandel

Liebe Leserin, lieber LeserMehr als die Hälfte der Weltbevölkerung lebt heute in Städ-ten. 2050 werden es rund 70 Prozent sein. Unsere Städte zukunftsfähig zu machen, ist somit die grosse Herausforde-rung der Gegenwart. Denn so wenig wie es die Stadt der Zukunft gibt, so wenig existiert ein Patentrezept für den Weg dorthin.

In der Schweiz gilt es, Strategien im Umgang mit dem der-zeit starken Bevölkerungswachstum zu finden. Im europäi-schen Umfeld erweitern sich im Standortwettbewerb gut po-sitionierte Städte, während andere schrumpfen. Wieder anders ist die Lage in den Megacitys in Entwicklungs- und Schwellenländern, deren Infrastrukturen infolge des rasanten Wachstums an ihre Grenzen stossen.

Unabhängig von ihrer Lage wird jede Stadt durch ein einzig-artiges Zusammenspiel diverser Bereiche zukunftsfähig: Stadt- und Mobilitätsplanung, Ökonomie und Architektur, Umweltvorsorge, Sicherheit und Soziologie. Eine qualitäts-volle Stadtentwicklung vernetzt unterschiedliche Disziplinen sinnvoll miteinander. Je nach lokalen Gegebenheiten setzt sie gezielt Akzente. Auch wir werden Ihnen in diesem Magazin nicht die Stadt der Zukunft präsentieren. Vielmehr zeigen wir Ihnen einen kleinen Ausschnitt unserer vielen Projekte rund um das Thema. Mobilitätszukunft Zürich Wohin steuert die urbane Mobilität von morgen? Welche künftigen Entwick-lungen erfordern heute Massnahmen? Für das Tiefbauamt der Stadt Zürich ha-ben wir einen Entwicklungsradar erar-beitet, der als «Frühwarnsystem» das Mobilitätsumfeld beobachtet. Steigt zum Beispiel der Preis für fossile Ener-gie an, so wird das Pendeln mit dem Auto teurer. Mehr Leute werden nach Alternativen suchen – vom Elektromo-bil bis zu einem kürzeren Arbeitsweg. Mit dem Entwicklungsradar kann Zü-rich Veränderungen in der Zukunft frühzeitig erkennen und abschätzen.

WASSERMANAGEMENTMekong-Region und Zentralasien

Die Ernährungssicherheit in Zentral- und Südostasien hängt stark vom Wasser grosser Flüsse ab. Der Mekong in Südostasien ist das grösste Süsswasser-Fischereigebiet der Erde, Millionen Menschen bestreiten damit ihren Lebensunterhalt. Wasserkraftwerke beein-flussen die Fischbestände jedoch negativ. Auch in Zentralasien ist die Nachfrage nach Wasser sehr gross. Insbesondere für Men-schen, die es für die Landwirtschaft benöti-gen, ist es aber nur sehr knapp vorhanden. Die Direktion für Entwicklung und Zusam-menarbeit DEZA finanziert deshalb in der Mekong-Region und in Zentralasien das Wasserprogramm der Asiatischen Entwick-lungsbank sowie die Tätigkeiten der Mekong River Commission, eines Gremiums der An-rainerstaaten des Mekong. Ziel ist, das ver-fügbare Wasser nachfrageorientiert zu ver-teilen und es gerecht, effektiv und ökologisch zu nutzen. Sowohl in der Mekong-Region als auch in Zentralasien unterstützen wir die DEZA im Rahmen eines Beratungsmandats.

ÖFFENTLICHERVERKEHR

Projektierung Limmattalbahn

Der Verkehr in der Region Limmattal wird weiter zunehmen – und das Strassennetz damit an seine Grenzen stossen. Um dem entgegenzuwirken, soll die Limmattalbahn das bestehende Angebot des öffentlichen Verkehrs ergänzen und einen Teil des Mehr-verkehrs aufnehmen. Mit insgesamt 27 Hal-testellen auf der 13,4 km langen Strecke

verbindet die Limmattalbahn künftig Zürich Altstetten mit Killwangen-Spreitenbach. Wir sind für verschiedene Planungs- und Projek-tierungsaufgaben der Bahn- und Strassen-infrastruktur zuständig.

MACHBAR?Studie zum Ersatz der Personen-überführung Oberwies

Die Personenüberführung Oberwies über-spannt die N1 bei Wallisellen. Teile der Konstruktion sind in einem schlechten Zu-stand und werden nicht die ursprünglich er-wartete Lebensdauer erreichen. Für das Bundesamt für Strassen (ASTRA) untersu-chen wir die Möglichkeiten für den Ersatz der Schrägseilbrücke. Die Studie erörtert nicht nur unterschiedliche Neubauvarian-ten. Sie prüft auch den Abbruch ohne Ersatz und geht auf die damit einhergehenden rechtlichen Grundlagen und die Auswirkun-gen auf den Langsamverkehr ein. Alle un-tersuchten Varianten bewerten wir hinsicht-lich Technik und Kosten.

STRATEGISCHERAUMPLANUNGGemeinden Rifferswil und Eschlikon machen Schule

In Rifferswil und Eschlikon steigen die Schü-lerzahlen, und die pädagogischen Anforde-rungen verändern sich. Deshalb müssen die Gemeinden das Schulraumangebot erwei-tern. Wir analysieren die bestehenden Räum-lichkeiten und erstellen eine Prognose hin-sichtlich der Anzahl Schüler bis 2030. Den nötigen Raumbedarf erarbeiten wir anschlies-send zusammen mit den Schulgemeinden und anhand der kantonalen Vorgaben und Empfehlungen. In einer Machbarkeitsstudie prüfen wir Lösungsansätze gegen Raum-knappheit und schätzen die Investitionskos-ten. Ziel ist die Projektdefinition zur Durch-führung eines Architekturwettbewerbs.

BRASILIEN:ERSTERAUFTRAG

Notfallpläne für internationalen Konzern

Zusammen mit unserem brasilianischen Partner ECOGEO (vgl. IM GESPRÄCH) er-arbeiten wir risikobasierte Notfallpläne für den südamerikanischen Hauptsitz eines in-ternationalen Konzerns. Dies ist der erste gemeinsame Auftrag unserer Firmen seit Bestehen der strategischen Partnerschaft im

August 2012. Der Kunde hat seinen Haupt-sitz in einem 30-stöckigen Hochhaus in São Paulo und möchte abklären lassen, welche Risiken – wie zum Beispiel ein länger andauernder Strom ausfall, Hochwasser oder ein Flugzeugabsturz – diesen Standort mass gebend gefährden könnten.

WENIGERVERKEHR

Neuer Stadttunnel Zug

Das Zentrum der Stadt Zug ist verkehrsmäs-sig stark belastet. Der neue Stadttunnel soll die Innenstadt vom motorisierten Individual-verkehr entlasten und die Voraussetzung für eine verkehrsarme Zone im Zentrum schaf-fen. Für Kanton und Stadt Zug erarbeiten

wir das generelle Projekt für Tunnel, Trassee und Kunstbauten unter Berücksichtigung von Sicherheitsaspekten, Umweltauswirkun-gen und Baulogistik.


ENGPASSBESEITIGUNGProjektstudie Autobahn N1 St. Gallen

Die Autobahn durch St. Gallen ist einer der zahlreichen Abschnitte des Nationalstrassen-netzes, die künftig überlastet sein werden. Um dem entgegenzuwirken, haben Stadt und Kanton eine sogenannte Südspange vorgeschlagen: Diese hätte zwar Autobahn und Stadt spürbar entlastet, gleichzeitig aber mit mehreren Anschlüssen im Stadtgebiet für neue Belastungen gesorgt. Eine Arbeits-gemeinschaft unter Federführung von Ernst Basler + Partner hat im Auftrag des Bundes-amtes für Strassen (ASTRA) zahlreiche Lösun-gen erarbeitet und miteinander verglichen. Es ist ihr gelungen, eine deutlich kostengüns-tigere Bestvariante zu finden, die bei Quar-tier- und Interessenvertretern auf grosse Akzeptanz stösst. Nun wird die Finanzierung im Rahmen des Programms Engpassbeseiti-gung des Bundes abgeklärt.


PREISGÜNSTIGERWOHNRAUMFörderung mit raumplanerischen Massnahmen

In den letzten Jahren sind die Wohnungs-preise in Städten und Agglomerationen stark angestiegen. Gemeinden und Kantone prü-fen nun, inwiefern bezahlbarer Wohnraum auch mit raumplanerischen Instrumenten gefördert werden kann, zum Beispiel Zonen mit einem Anteil für preisgünstige Wohnun-gen. Da in der Schweiz kaum Erfahrungen dazu existieren, führen wir für das Bundes-amt für Wohnungswesen eine fundierte Untersuchung durch. Im Fokus stehen nicht nur die Effekte der raumplanerischen Instru-mente auf bezahlbaren Wohnraum – wir analysieren auch die Auswirkungen auf die Raumentwicklung, auf soziale Durchmi-schung und Freiräume. Wir bewerten mög-liche Instrumente und geben Empfehlungen zur Umsetzung an Bund, Kantone und Ge-meinden ab.

Wir erarbeiten ein Instrument, um den Verbrauch seltener Metalle für die wichtigsten Produkte klei-nerer und mittlerer Unternehmen (KMU) zu erheben und das Versorgungsrisiko zu be-werten. Damit kann die Abhängigkeit eines KMU eingeschätzt und eine langfristige Res-sourcenstrategie für das Unternehmen ent-wickelt werden.

Ausbau Bahnhof Genf Cornavin

Der Bahnhof Genf Cornavin platzt aus al-len Nähten: Der Zugverkehr nimmt ständig zu. Heute stehen jedoch nur sieben Bahn-steigkanten zur Verfügung. Und mit der Inbetriebnahme des Viertelstundentaktes Coppet – Annemasse ab 2015 ist die Leis-tungsfähigkeit der heutigen Anlage nicht

mehr gewährleistet. Um für die Zukunft weitere Kapazitäten zu schaffen, sind zu-sätzliche Gleise erforderlich. Unsere Vorstu-die prüft, inwiefern eine Bahnhofserweite-rung auf einem Brückentragwerk baulich machbar ist und ins Quartier integriert wer-den kann.

PIONIERPROJEKTINCHILEStadt Valdivia setzt auf Solarboote

Valdivia ist eine der wichtigsten Universitäts-städte Chiles. Täglich wird eine Vielzahl an Studierenden und Berufstätigen über die Flüsse der Stadt befördert. Neben Lärm ver-ursacht das viel CO2. Dies will die Stadt nun ändern: Einen ersten Schritt dazu hat sie mit den drei neu entwickelten, solarbetriebenen Elektrobooten gemacht, die täglich hun-derte von Passagieren transportieren. Die Solarboote sind Teil eines Pilotprojekts zur Förderung eines nachhaltigen Transports in Valdivia. Ziel ist, die CO2-Emissionen im öffentlichen und privaten Transport zu redu-zieren, einen Teil des motorisierten Verkehrs weg von den verstopften Strassen auf Solar-boote umzulenken und die Bevölkerung dafür zu sensibilisieren. Ernst Basler + Part-ner ist für Erarbeitung und Umsetzung des Projekts verantwortlich, das durch private und öffentliche Geldgeber finanziert wird.

WEITERENTWICKLUNGREGIONALPOLITIK

Herausforderungen im ländlichen Raum

Mit der Neuen Regionalpolitik (NRP) wurde in der Schweiz 2008 ein Paradigmenwechsel vollzogen. Im Zentrum stehen Unternehmer-tum, Innovation und Wertschöpfung. Mit dem Mehrjahresprogramm 2016 – 2023 stel-len Bund und Kantone nun gemeinsam die Weichen für die kontinuierliche Weiterent-wicklung der Regionalpolitik. Den konzeptio-nellen Rahmen für diese nächste Programm-

periode erarbeiten wir gemeinsam mit der Universität Neuenburg. Unser Grundlagen-bericht zeigt die Herausforderungen im länd-lichen Raum auf und legt dar, wie sich die Re-gionalpolitik des Bundes auszurichten hat, um ihnen zu begegnen. Dazu werden Förder-schwerpunkte, Förderinhalte und Selektions-regeln für künftige Projekte entwickelt.

STROMOHNEATOMPotenzialanalyse Kanton Thurgau

Wie kann im Kanton Thurgau eine Strom-versorgung ohne Atomenergie erreicht wer-den? Wir erarbeiten eine Strategie und ana-lysieren die künftigen Potenziale. Zusammen mit den kantonalen Akteuren entwickeln wir Ziele und Massnahmen und beurteilen sie bezüglich energetischer Wirkung, Kosten, volkswirtschaftlicher Folgen, Versorgungssi-cherheit sowie Umwelteinwirkungen. Die Er-gebnisse werden dem Regierungsrat und dem Kantonsparlament unterbreitet. Diese Gremien fällen anschliessend die wichtigen Entscheidungen für die künftige Stromver-sorgung im Kanton Thurgau.

MODELLIERUNGVerkehrsaufkommen im Schweizer Strassennetz

Die Migros möchte das Potenzial neuer Standorte anhand der Verkehrsbelastung bewerten. Um eine möglichst hohe Zuverläs-sigkeit und Aussagekraft zu erzielen, entwi-ckeln wir eine Methode, die auf dem Natio-nalen Personenverkehrsmodell (NPVM) der Bundesverwaltung basiert. Dabei werden Methoden der Verkehrsmodellierung intelli-gent mit der geografischen Informationsver-arbeitung (GIS) verknüpft.

AUTOMATIONZuverlässige Technik für die Fisch-zuchtanlage Stäfa

Die Fischbestände im Zürichsee sollen regu-liert werden. Deshalb werden in der kanto-nalen Fischzuchtanlage in Stäfa diverse hei-mische Fische aufgezogen und nach Ablauf einer bestimmten Frist ausgesetzt.Aus Altersgründen mussten die Automation der Anlage und die betriebsrelevanten Pum-pen erneuert werden. Wir entwickelten im Auftrag der kantonalen Baudirektion die Ge-bäudeautomation und die Elektrokonzepte. Zudem erstellten wir die Unterlagen für die Ausführung und koordinierten und begleite-ten die Umsetzung bis zur erfolgreichen Übergabe an den Anlagenbetreiber.Eine der speziellen Herausforderungen des Projekts war die Ausführung unter laufen-dem Betrieb: Der Wasserkreislauf der Auf-zuchtbecken musste während der gesamten Umbauzeit sichergestellt werden.

NEUESLICHTUmbau Jacobs-Villen, Zürich

Die beiden denkmalgeschützten Jacobs-Vil-len im Zürcher Seefeld werden umgebaut. Wir passen die gebäudetechnischen Installa-tionen an und ergänzen sie mit neuen Funk-tionen wie einer Klimatisierung. Durch die Kombination historischer Fundusleuchten mit moderner Lichtarchitektur rücken wir die ehrwürdigen Villen behutsam in ein zeitge-mässes Licht.

GISFachapplikation Verkehrs-management

Für das Bundesamt für Strassen (ASTRA) planen und entwickeln wir zusammen mit Partnern eine Fachapplikation zum Verkehrs-management. Wir sind für alle Aspekte der geografischen Informationsverarbeitung (GIS) verantwortlich. Die GIS-Funktionalitäten er-möglichen unter anderem die Darstellung der aktuellen Verkehrslage auf den Schwei-zer Nationalstrassen.

Sichere Schweizer Städte 2025

Im Vergleich zu internationalen Metropolen sind Schweizer Städte zwar klein, überschaubar und gelten als sicher. Doch auch hier verändern sich die Rahmenbedingungen: Über Facebook mobilisierte Ausschreitungen, mehr nächtliche ÖV-Angebote, die intensivere und vielfältigere Nutzung des öffentlichen Raums oder neue Kommunikationstechnologien stellen Städte vor immer komplexere Herausforderungen. Die Frage nach der urbanen Sicherheit nimmt eine zentrale Rolle ein und bewegt mehr denn je. Bevölkerung, Gewerbe, Touristen: Alle wollen sich in den Städten sicher fühlen. Mit der Vielfalt an Herausforderungen wächst auch der Druck auf die Städte, passende Lösungen zu präsentieren. Dies wird aber zunehmend zur Herkulesaufgabe. Denn Sicherheit in Städten geht heute weit über polizeiliche Leistungen hin-aus und wird zu einer anspruchsvollen Querschnittsaufgabe für mehrere Bereiche. Gefragt sind längerfristige und gesamt-heitliche Strategien. Doch diese fehlen oftmals. Die Folge: Bei bestimmten Ereignissen können die Behörden nur noch reagieren.

Der Fo-kus ist bewusst breit gefasst und reicht von gesellschaftlichen und technischen Veränderungen bis hin zu natur bedingten Gefahren. Die Studie beleuchtet, wie sich beispielsweise das Ausgeh- und Freizeitverhalten, die Nutzung von Social Me-dia, die städtebauliche Gestaltung oder auch die Verkehrssi-tuation künftig auf die Sicherheit in Städten aus wirken wer-den und wie man mit diesen Entwicklungen umgehen kann.

Dass die Studie eine bedeutende Thematik aufgreift, zeigt das grosse Echo. Insgesamt 33 Städte und Gemeinden unter-schiedlicher Grösse aus der deutsch- und der französischspra-chigen Schweiz beteiligen sich als Pilotstädte daran. Ihre Mit-wirkung ermöglicht direkte Bezüge zum urbanen Alltag. Die Pilotstädte bringen ihren Erfahrungsschatz und ihre Anliegen ein, sie nutzen aber auch die Möglichkeit, sich untereinander auszutauschen und voneinander zu lernen.

Agieren anstatt reagierenDie Studie spannt den Bogen von der Situation heute in die Zukunft: Zusammen mit dem Projektteam analysieren die Städte in Workshops, welchen Gefährdungen sie momentan in welcher Form ausgesetzt sind. Deren Relevanz für die Zu-kunft wird mit Hilfe von umfangreichen Recherchen beste-hender Studien sowie Interviews mit erfahrenen Fachperso-nen abgeschätzt.

Basierend darauf erarbeitet das Projektteam von Schweizeri-schem Städteverband und Ernst Basler + Partner zusammen mit den teilnehmenden Städten Handlungsansätze und Vor-gehensvorschläge. Es wird zum Beispiel erörtert, welche pla-nerischen Massnahmen die Sicherheit erhöhen, wie sich neue Kommunikationskanäle nutzen lassen oder welchen Einfluss vorhandene gesetzliche Grundlagen haben.

All dies zielt darauf ab, den Städten Wissen aus der Studie zur Verfügung zu stellen, sodass diese gesamtheitlich besser auf künftige Veränderungen vorbereitet sind. Damit die Be-hörden auf bestimmte Ereignisse und Entwicklungen eben nicht mehr nur reagieren, sondern durch aktives Handeln Ein-fluss auf die Sicherheit in ihrer Stadt nehmen können. «

365° Was macht unsere Städte zukunftsfähig?

Barbara Zibell Die Bandbreite der Themen ist riesig. Ein Grundproblem ist, dass wir zu viel Fläche verbrauchen. Um diesem Trend entgegenzuwirken, könnten künftig auf zu gros sen Wohnflächen Steuern erhoben werden. Weil wir an unterschiedlichen Orten wohnen, arbeiten und unsere Freizeit verbringen, führt dies auch zu mehr Mobilität.

Renate Amstutz Wohnen, Arbeit und Freizeit sollen nicht noch weiter auseinanderrücken. Und die Menschen sollen sich dort, wo sie leben, auch wohlfühlen. Quartiere müssen trotz des dynamischen Wachstums und der sich ändernden Ansprüche eine Identität ausstrahlen.Barbara Zibell Sich wohlfühlen hat auch viel damit zu tun, dass in einer Stadt alle Lebensformen gleichberechtigt be-rücksichtigt werden. Die Planung sollte nicht nur Rücksicht nehmen auf die Bereiche, die die Erwerbsarbeit betreffen, sondern auch auf die Versorgungsarbeit: zum Beispiel die Be-dürfnisse von Familien oder älteren Menschen. Christof Abegg Die zunehmende Verdichtung kann dazu führen, dass Bekanntes verschwindet und sich die Identität von Quartieren wandelt. Dies weckt Ängste und löst Wider-stand aus. onsgrenzen hinaus aufzuhalten, ist mehr Dichte aber unum-gänglich. Die Herausforderung liegt darin, Dichte nicht als Gefahr, sondern als Chance für eine Qualitätssteigerung zu begreifen.Thomas Kessler Es ist keine Zukunftslösung, die Infrastruk-tur endlos auszubauen – viel besser ist, sie in den jetzigen Dimensionen intelligent zu nutzen. Wir müssen unser Kon-sumverhalten grundsätzlich infrage stellen und durch einen Kulturwandel mit neuen Lebens- und Arbeitsformen unseren Flächen- und Mobilitätsbedarf sinnvoll reduzieren.

365° Wie lösen wir die Zielkonflikte der Verdichtung?

Thomas Kessler Die Dichtedebatte hat etwas Absurdes: Die Städte sind entdichtet; denn noch nie war der Wohn-raumkonsum pro Kopf grösser als heute. Das Problem lösen wir aber nicht mit mehr Raumangebot. Leben wir hingegen wieder zusammen mit anderen Personen auf weniger Qua-dratmetern als heute, profitieren wir nicht nur von einer besseren Energiebilanz, sondern auch von einem Gemein-schaftsgefühl.

Barbara Zibell Ein wesentliches Problem ist, dass Verdich-tung oft nicht toleriert wird. Deshalb halte ich gesetzliche Vor-gaben, die flächendeckend Aufstockungen ermöglichen, für wenig sinnvoll. Die Planung sollte vielmehr möglichst zentral gelegene Standorte deklarieren, wo Verdichtung möglich und erwünscht ist – mit dem Ergebnis, dass die Identität der Quartiere weitgehend bewahrt wird.

Christof Abegg Verdichtung kann die Qualität eines Wohn-umfeldes negativ prägen; zum Beispiel weil Grünflächen ab-nehmen, die Mobilität ansteigt oder Neubauten dominieren. Andererseits birgt sie auch Chancen für eine zukunftsgerich-tete Stadtentwicklung, beispielsweise durch eine Abnahme des Ressourcen- und Flächenverbrauchs oder wenn die Vielfalt und Durchmischung von Quartieren aktiv gefördert wird.

Verdichtung ist nicht überall gleich gut möglich, aber beispielsweise dort sinnvoll, wo ein ge-wachsenes Quartier den Bedürfnissen der Menschen nicht mehr entspricht. Verdichtung ist eine verantwortungs- und anspruchsvolle politische Aufgabe.Christof Abegg Die Herausforderungen, die die Urbanisie-rung mit sich bringt, zeigen sich nicht nur in den Städten, sondern zunehmend auch in Agglomerationen. Beschränken sich Optimierungen jedoch nur auf den städtischen Raum, verlagern sich die Probleme einfach in die Agglomerations-gemeinden. Wesentlich ist eine Zusammenarbeit über die Ge-meindegrenzen hinaus, gerade auch wenn es darum geht, die langfristige Wettbewerbsfähigkeit zu sichern.

Renate Amstutz Das ist zentral. Und auch Bund, Kantone und kommunale Ebene müssen viel mehr zusammenarbei-ten, um die Zukunft zu gestalten. Die Agglomerationskonfe-renz aller drei Staatsebenen setzt hier ein wichtiges Signal. Thomas Kessler Die Stadt der Zukunft ist die Stadt des Mit-telalters: vielfältig, alles beieinander, für alle Bedürfnisse et-was. Im Sulzer-Areal in Winterthur oder in Emmen baut man jetzt zum Beispiel mit Clusterelementen neue «Städte», die von den Strukturen her einer klassischen Altstadt gleichen. Sie sind in Bezug auf Energie- und Flächenverbrauch sowie von der sozialen Vernetzung her zukunftsweisend. Weil alles so nah zusammenliegt, ist motorisierte Mobilität nicht nötig. Werden solche Städte mit intelligenter Architektur realisiert, ist dies auch kostengünstig. «

Vielfalt auf solider Basis – das Hunziker-Areal

Lebendig, nachhaltig, durchmischt. Auf dem Hunziker-Areal in Zürich-Nord entsteht ein neuer Stadtteil mit zukunfts-trächtigen Wohnformen. Als Tragwerks-planer meistern wir den Spagat zwischen grosszügiger moderner Architektur und nachhaltigem Bauen.

Früher wurden auf dem Hunziker-Areal in Zürich Leutschen-bach Betonelemente produziert. Heute hat die Baugenossen-schaft mehr als wohnen dort Grosses vor: Auf dem Hunziker- Areal soll nicht einfach eine neue Siedlung in der Stadt ent-stehen. Es wird ein ganzes Quartier gebaut, dessen Bewoh-nerinnen und Bewohner neue Wohnformen ausprobieren werden. Ab Herbst 2014 bieten die insgesamt 13 Häuser Wohnraum für 1100 und Arbeitsflächen für rund 100 Men-schen. Das Quartier wird lebendig, sozial und altersmässig durchmischt sein. In jedem Gebäude sind bewusst vielfältige Nutzungsformen untergebracht: Da befinden sich Familien-wohnungen, Wohngemeinschaften oder altersgerechte Ap-partements Tür an Tür mit Restaurants, Gewerbe, Kinderkrip-pen und vielen Gemeinschaftsräumen.

Denken fürs Gesamte, Lösungen finden fürs Detail Vielfalt wird auf dem Hunziker-Areal grossgeschrieben: Jedes Gebäude ist ein Unikat, das höchste architektonische Anforderungen erfüllt. Trotzdem formen alle 13 Gebäude zusammen ein Ganzes. Denn auch städtebaulich strebt die Bauherrschaft hohe Qualitätsstandards an. Damit dieser Viel-falt der erforderliche Raum geboten werden kann, hat mehr als wohnen für Planung und Umsetzung gleich vier Architek-turbüros engagiert: Arge Futurafrosch und Duplex Archi-tekten, Müller Sigrist Architekten, Architekturbüro Miroslav Šik und pool Architekten.

Durch das clevere Zusammenspiel verschiedener Fachgebiete entstehen zukunftsweisende Gebäude, die den Anforderungen moderner Gesellschaften gerecht werden. Die Faszination, innovative Tragkonzepte in kreativen Prozessen zu entwi-ckeln, motiviert PatricFischli-Boson immer wieder aufs Neue. Privat findet der Bauingenieur bei Familie und Sport Entspan-nung und Inspiration.

Nachhaltigkeit beschäftigt AndreaWittel schon seit einigen Jahren. Denn in der Tragwerksplanung, wo sie über langjährige Erfahrung verfügt, hat dies oberste Priorität. Die Bauingenieu-rin möchte das Thema nun auch in weiteren Bereichen breiter verankern. Der umfassenden Nachhaltigkeitsthematik wendet sie sich deshalb seit Januar im Geschäftsbereich Raum- und Standortentwicklung zu. Durch den Alltag mit ihren Zwillingen ist sie im Umgang mit neuen Herausforderungen bereits bes-tens geschult.

«Denken fürs Gesamte, Lösungen finden fürs Detail», heisst denn auch das Motto des Projekts. Kein Kinderspiel – weder für die Architekten noch bezüglich Statik, für die wir zu-sammen mit dem Ingenieurunternehmen Edy Toscano ver-antwortlich sind. Die Tragwerksplanung ist durch die unter-schiedliche Form und Nutzungsart der 13 Gebäude gefordert. Bis zu vier verschiedene Grundrissformen müssen so über-einandergebracht werden, dass nach dem Bau nicht bei-spielsweise eine Stütze vom Restaurant im Erdgeschoss das Ehebett der darüberliegenden Wohnung durchbohrt. Wir sorgen dafür, dass trotzdem flexible, für verschiedene Nutzungen geeignete Tragwerke realisiert werden können. Mit der Definition von zusätzlichen Entwurfsregeln, nach denen die Gebäude geplant werden, legen wir zudem die Grundlage für eine nachhaltige Umsetzung der Tragwerke.

Effizientes Tragwerk für ehrgeizige ZieleEine weitere Herausforderung ist das Ziel der Bauherrschaft, noch weiter zu gehen als das MINERGIE-P-ECO-Label. Die Ge-bäude werden so gebaut, dass sie wenig Energie verbrauchen und so viel erneuerbare Energie wie möglich integrieren. Das Baumaterial besteht aus schadstofffreien und ökologischen Stoffen. Ein fünfgeschossiges Holzgebäude und ein Haus aus Dämmbeton, beide von Ernst Basler + Partner betreut, sind wegen ihres Baumaterials und ihrer Konzeption als Pionier-projekte geplant. Die Materialien Holz und Dämmbeton gel-ten als besonders nachhaltig, wurden bei grösseren Liegen-schaften aber noch nie in solch grossem Umfang eingesetzt. So wurden denn auch ganz neuartige Tragstrukturen ent-wickelt, denn beim Dämmbeton ist die Fassade zugleich tra-gendes und dämmendes Element. Wir mussten also sicher-stellen, dass die erforderliche Tragwirkung auch unter diesen Voraussetzungen erreicht wird und keine bauphysikalischen Probleme wie zum Beispiel Schimmel auftreten.

Ein zukunftsgerechtes Quartier erlaubt und fördert gesell-schaftliche Vielfalt: Damit dort «mehr als wohnen» möglich ist, müssen verschiedenste Disziplinen, von Architektur bis Tragwerksplanung, neue Wege gehen. «

Mehr Stadt für weniger Menschen – vor dieser Herausforderung steht Eberswalde. Die 41 000-Einwohner-Stadt ist das wichtigste Zentrum im Nordosten Branden-burgs und liegt nur 30 Minuten von Berlin entfernt. Neue Wege der Stadtent-wicklung werden in einem öffentlichen Diskurs skizziert.

In den vergangenen 20 Jahren hat sich in der ehemaligen In-dustriestadt Eberswalde viel getan: Sie gilt als wichtiges Ar-beitsplatz- und Versorgungszentrum zwischen Berlin und dem polnischen Szczecin. Auch ihr Zentrum hat sie zurück-erhalten: Viele der historischen Gebäude in der Innenstadt sind saniert, die Verkehrsinfrastruktur ist instand gesetzt. Kin-

derkrippen und Schulen halten mit den gewandelten Anfor-derungen Schritt. Im Herzen Eberswaldes wohnen heute deutlich mehr Menschen als vor 20 Jahren.

Auf dem Weg zu mehr Stadtqualität Trotz der positiven Entwicklung in der Innenstadt sinken die Einwohnerzahlen insgesamt. Lebten im Jahr 2000 rund 44 000 Personen in der Kreisstadt, werden es vor allem we-gen der sinkenden Geburtenraten 2030 etwa 33 000 sein. Mit dem Bevölkerungsrückgang geht eine deutliche Überal-terung einher. Ohne genügend Erwerbstätige kann die wirt-schaftliche Entwicklung der Stadt aber nicht voranschreiten. Deshalb sollen mehr Einwohnerinnen und Einwohner ange-zogen werden. Mit dem Integrierten Stadtentwicklungskon-zept (INSEK) legte Eberswalde im Jahr 2008 den Grundstein dafür. Dafür muss die Stadt sich aber nachfragegerecht weiterentwickeln. Denn ob Jung oder Alt, Einzelperson oder Familie: Die Menschen lassen sich nur dann in der Stadt nieder, wenn sie attraktive, auf ihre Bedürfnisse abgestimmte Angebote finden – sei es im Hinblick auf Bildungsmöglichkeiten, Ar-beitsplätze, Kultur, energieeffiziente Wohnangebote oder eine klimagerechte Stadtmobilität.

Die Themen Wohnen, Stadtmarketing, Energieeffizienz und Klimaschutz, Barrierefreiheit, Arbeiten, Bildung und soziale Infrastruktur sind deshalb im INSEK ebenso vertreten wie eine Zuzugs- und Bleibestrategie.

Partizipation ist das A und ODas INSEK ist nicht in Stein gemeisselt, sondern wird konti-nuierlich weiterentwickelt und aktuellen Rahmenbedingun-gen angepasst. In Eberswalde passiert dies nicht hinter verschlossenen Rathaustüren, sondern in einem öffentlichen Diskurs. Antworten auf die zentralen Zukunftsfragen ver-sucht die Stadt zusammen mit den diversen Akteuren zu finden: Bürgerinnen und Bürger skizzieren «Übermorgen Eberswalde», Expertinnen und Experten diskutieren in Zu-kunftswerkstätten ihre Visionen für die Stadt, und Verwal-tung und Politik erläutern in Seminaren und Diskussionsrun-den ihre Handlungsansätze. Wir unterstützen Eberswalde in genau diesem spannenden Entwicklungsprozess mit Fach-wissen, Kommunikation und Moderation.

Als Ergebnis wird die «Perspektive Eberswalde 2030» ent-stehen. Dies ist kein Patentrezept, das alle Fragen beantwor-tet. Vielmehr versucht die Stadt damit, ein neues Gleichge-wicht zwischen dem Wachsen der Innenstadt und dem (gleichzeitigen) Schrumpfen von Stadtteilen zu finden. Den Rahmen «des Machbaren» werden die wirtschaftlichen Vor-aussetzungen, die kommunalen Einnahmen und Ausgaben, bilden. «

Eberswalde: kein Einzelfall

Die Herausforderungen der nachhaltigen Stadtentwicklung Eberswaldes stehen für viele mittelgrosse Städte. Diverse Themen wie Wirtschaft, Wohnen, Soziales, Infrastruktur oder Klima müssen in einer Stadtqualität vereint werden, die finan-zierbar ist. Gerade mittelgrosse Städte benötigen hier konzep-tionelle und prozessbegleitende Unterstützung.

Wie werden Städte trotz der enormen Herausforderungen zu attraktiven Lebensorten? Diese Frage beschäftigt KatrinHeinz seit ihrem Studium als Bauingenieurin. Ihr Interesse an strategischen Fragen zahlt sich nicht nur bei der Stadtent-wicklung, sondern auch bei ihren Reisen in nah und fern aus.

Stadtentwicklungsprozesse verstehen, begleiten und voran-bringen ist die tägliche Arbeit von StephanKathke. Städte am Wasser tauchen auffällig häufig in der Referenzliste des ge-lernten Stadtplaners auf, was wohl auch mit seiner privaten Neigung zum Segeln zu tun hat.

Ernesto Moeri (rechts) ist VR-Präsident von ECOGEO, einer Holding von fünf brasilianischen Unternehmen aus dem Um-welt- und Energiesektor. Seit über 30 Jahren vor Ort, kennt er São Paulo fast schon so gut wie seine Heimatstadt Bern. Hans-Christian Angele (links) ist seit seinem ersten Praktikum 1982 von Brasilien fasziniert. Ernesto Moeri Beide Unternehmen leisten mit ihrer Tätigkeit relevante Beiträge zur nachhaltigen Entwicklung. ECOGEO beschäftigt sich mit Umweltplanung und -technik, erneuer-baren Energien sowie mit Konzeption und Betrieb von Syste-men zur Boden- und Grundwassersanierung. Die Partner-schaft mit Ernst Basler + Partner ermöglicht uns, zusätzliche Dienstleistungen anzubieten.

Hans-Christian Angele Wir haben viele gemeinsame The-men, ergänzen uns aber auch sinnvoll. Durch die Zusammen-arbeit schaffen wir für bestehende und neue Kunden ein um-fassendes Angebot. Für Ernst Basler + Partner ermöglicht die Partnerschaft den Einstieg in den Markt für Beratungs- und Pla-nungsdienstleistungen im Energie-, Umwelt-, Verkehrs- und Si-cherheitsbereich in Brasilien und in Lateinamerika generell.

365° Ein Gewinn auch für brasilianische Städte?

HCA Hier können wir sicher interessante Beiträge leisten. Doch ist in brasilianischen Städten die Ausgangslage natür-lich ganz anders als in Europa, und die Fragestellungen sind entsprechend komplexer. Nur schon das Bevölkerungswachs-tum ist enorm. In São Paulo trifft mit 1 000 neuen Fahrzeugen pro Tag beispielsweise eine geballte Ladung Verkehr auf einen immer enger werdenden Raum.

EM Das von ECOGEO erarbeitete CO2-Inventar für São Paulo hat gezeigt, dass 85 Prozent der CO2-Emissionen auf den Ver-kehr zurückzuführen sind. Zusammen mit Ernst Basler + Partner können wir aufzeigen, wie dieser intelligent geplant werden könnte, damit die Emissionen zurückgehen. Auch in der Umnutzung ehemaliger Industriebrachen zu neuem Wohn- und Arbeitsraum eröffnen sich neue Potenziale: Bra-silianische Städte profitieren seit Jahren von unserer Erfah-rung bei der Altlastensanierung der Brachen. Ernst Basler + Partner verfügt über wertvolles Wissen bei Stadtplanungen. HCA Brasilianische Städte müssen zudem sicherstellen, dass die Einwohnerinnen und Einwohner Zugang zu sauberem Wasser haben und mit möglichst umweltfreundlicher Energie versorgt werden. Ein grosses Problem sind auch die riesigen Abfallmengen, die anfallen. Insgesamt ist das Spektrum an möglichen Aufgaben sehr breit und reicht von der strate-gisch-politischen Ebene bis zur operativen Umsetzung. «

Ankunft in BrasilienSão Paulo ist mit 20 Millionen Einwohnerinnen und Einwohnern der grösste urbane Raum Lateinamerikas. Nun ist auch Ernst Basler + Partner dort zu Hause: Mit der brasiliani-schen ECOGEO-Gruppe besteht seit August 2012 eine strategische Partnerschaft, die weiter ausgebaut werden soll.

Wer wir sindWir sind ein unabhängiges Ingenieur-, Planungs- und Bera-tungsunternehmen mit rund 320 Mitarbeitenden aus ver-schiedenen Fachdisziplinen. Unsere Motivation Seit der Gründung unseres Unternehmens im Jahr 1981 stre-ben wir danach, Beiträge zu einer nachhaltigen Entwick-lung zu leisten. Auch künftige Generationen müssen ihre Bedürfnisse befriedigen können, das System Erde soll als Le-bensraum langfristig intakt bleiben. Ein weiterer für uns wichtiger Grundsatz ist, eine möglichst hohe Dienstleis-tungsqualität zu erreichen.
