    Das GeoForschungsZentrum Potsdam wurde am 1.Januar 1992 als Stiftung des öffentlichen Rechts desLandes Brandenburg mit Sitz in Potsdam gegründet.

    Den Finanzbedarf des GFZ Potsdam deckt zu 90% derBund, vertreten durch das Bundesministerium fürBildung und Forschung (BMBF), und zu 10% das LandBrandenburg, vertreten durch das Ministerium fürWissenschaft, Forschung und Kultur (MWFK).

    Kuratorium

    Das Kuratorium ist das Aufsichtsgremium des GFZ. Esentscheidet unter Berücksichtigung der Stellungnahmendes Wissenschaftlichen Beirats über die allgemeinenund finanziellen Angelegenheiten der Stiftung undüberwacht die Rechtmäßigkeit, Zweckmäßigkeit undWirtschaftlichkeit der Führung der Stiftungsgeschäfte.Das Kuratorium stellt die jährlichen Haushalts- und diemehrjährigen Finanzpläne einschließlich der Ausbau-und Investitionsprogramme fest. Es prüft den vomVorstand vorgelegten Jahresabschluss und Geschäfts-bericht. Das Kuratorium beschließt die vom Vorstandvorzulegenden und mit einer Stellungnahme desWissenschaftlichen Beirats versehenen Forschungspro-gramme der Stiftung einschließlich der geplantenZusammenarbeit mit nationalen und internationalenEinrichtungen.

    Personal- und Sozialwesen

    Der Personalbestand des GFZ Potsdam hat sich in denJahren 2000 und 2001 weiter erhöht. Per Stichtag 31. 12.2001 waren im GFZ Potsdam insgesamt 601Mitarbeiterinnen und Mitarbeiter beschäftigt, hiervon337 (56 %) auf Planstellen, 120 (20 %) als sogenanntesAnnexpersonal und 144 (24 %) über eine Drittmittel-finanzierung. Die Verteilung und Entwicklung desPersonalbestandes sind in den Abb. 2 und 3 detailliertaufgeschlüsselt.Der hohe Anteil des drittmittelfinanzierten Personalskonnte weiter gesteigert werden. Da das GFZ Potsdamseit 1995 den jährlichen Stellenkürzungen des Bundesunterliegt, kommt der Einwerbung von Drittmitteln eineimmer größere Bedeutung zu.

    Die Anzahl der Nachwuchswissenschaftler und Dokto-randen/innen blieb konstant auf hohem Niveau. DieNachwuchsförderung wird nicht zuletzt auch durch dieenge Verbindung zwischen dem GFZ Potsdam und denUniversitäten in Potsdam und Berlin unterstützt. DerAnteil der gemeinsamen Berufungen beträgt zur Zeit 15.Hierbei handelt es sich um 7 gemeinsame Berufungenmit der Universität Potsdam, 4 Berufungen mit der FUBerlin, 2 Berufungen mit der TU Berlin und je eineBerufung mit der Universität Giessen und der Univer-sität Stuttgart.

    Im Berichtszeitraum konnte die Anzahl der im GFZPotsdam beschäftigten Frauen weiter erhöht werden. MitStichtag 21. 12. 2001 arbeiten im GFZ insgesamt 204Frauen. Dies bedeutet einen Anteil von 33,9 %. ImPlanstellenbereich sind 118 Mitarbeiterinnen (35 %)beschäftigt, bei den Nachwuchswissenschaftlern undDoktoranden sind Frauen mit 41 % vertreten. Im Dritt-mittelbereich liegt der Anteil von Frauen im Wissen-schaftlerbereich insgesamt bei 26,3 %, bei den Dokto-randen bei 42 %. Die Erhöhung der Anzahl und desprozentualen Anteils der Wissenschaftlerinnen im GFZPotsdam ist insbesondere auf den sogenannten „Einstel-lungskorridor“, also vom BMBF erstmals im Jahr 1999bereitgestellten Stellenhülsen, zurückzuführen. DemGeoForschungsZentrum stehen insgesamt 17 dieserStellen zur Verfügung, von denen im Berichtszeitraum15 mit Frauen besetzt werden konnten. Zwei Stellenwaren am Stichtag noch nicht besetzt.

    Obwohl im Wirtschaftsplan 2001 nur 23 Ausbil-dungsplätze vorgesehen waren, hat das GFZ Potsdam alsBeitrag zur Entlastung der angespannten Lage auf demAusbildungsstellenmarkt zusätzliche Ausbildungsplätzeangeboten. Zum Stichtag 31. 12. 2001 waren 26 Auszu-bildende (davon 14 weiblich) am GFZ Tätig, die sich auffolgende Ausbildungsberufe verteilen: Feinmechaniker(2), Industriemechaniker (3), Industrieelektroniker (1),

    Haushalt und Finanzen

    Das GFZ Potsdam wird im Rahmen einerGrundfinanzierung durch Zuschüsse desBundes (90 %) sowie des Landes Branden-burg (10 %), in geringem Umfang auchdurch eigene Erträge finanziert.

    Darüber hinaus stehen Drittmittel zurVerfügung, die in erster Linie aus demForschungshaushalt des Bundes, durchFördermittel der EU sowie der DeutschenForschungsgemeinschaft (DFG) bereit-gestellt werden. Dieser Bereich hat in denletzten Jahren zunehmend an Bedeutunggewonnen, wobei es in Zukunft bei knap-peren Ressourcen besonders der öffent-liche Drittmittelpartner immer schwierigerwird, das jetzt erreicht Niveau zu halten.

    In Tab. 1 wird die Gesamtfinanzierung desGFZ in den Jahren 1997 bis 2001 gezeigt.Bei der Entwicklung der Grundfinan-zierung ist zu berücksichtigen, dass sichdie institutionellen Bundes- und Landes-mittel durch die Finanzierung des GFZ-Institutsneubaus (82 Mio. DM) und derZentralen Einrichtungen (12 Mio. DM)vorübergehend erhöht hatten. Ab 1998sind dafür keine wesentlichen Aufwendun-gen mehr angefallen.

    Tab. 2 zeigt die Verteilung der Drittmittelauf die einzelnen Drittmittelgeber. EinSchwerpunkt in der Förderung BMBF-finanzierter Drittmittelprojekte stellt dasProjekt zum Bau des Satelliten CHAMPdar, das vom Bund über den ProjektträgerDLR mit mehr als 44 Mio. DM in denJahren 1996 bis 1999 gefördert wurde.
