By the middle of this century, Asia‘s elderly population is projected to reach 922.7 million, and its share of population 17.5 per cent from just 4.1 per cent in 1950. Within the next few decades, Asia is poised to become the oldest region in the world; reforming policies and creating new structures and institutions to address this challenge is a huge and complex undertaking that requires a big head start. This paper analyses the impact that ageing is having in Asia; examines the policy options for dealing with the problems it is causing, and outlines how different subregions may require different responses. The nation-building process of Timor-Leste, the newest nation in Asia, faces significant demographic challenges due to its high population growth, which is the fastest in Asia. The major contributor for this unprecedented growth is the extremely high total fertility rate of Timor-Leste, among the highest in the world. It is of great concern that if the current fertility rate and its implied population growth continue the population of Timor-Leste will double in 17 years. The analysis in this paper clearly shows that the current extremely high dependency ratio will decline only marginally in the next 10 years and this will put tremendous pressure on the government to constantly keep up with the increasing number of children entering school every year. However, as the intrinsic value of human resource development feeds back into the overall
society and economy, an adequate public investment in knowledge-producing services at the earliest stages of life and throughout that life has the potential to change the demographic concern of Timor-Leste into a future demographic dividend. (Asia Pac Viewp/GIGA)Bibliothek(en): H 222: 3/33

This paper reflects upon the „life issues“ of population growth and reproductive health in the Philippines in the context of the ongoing congressional deliberation of House Bill 5043. Specific attention is paid to the influence of the Roman Catholic Church upon this process, through an analysis of the institutional pronouncements and edicts made by the Catholic Bishops Conference of the Philippines (CBCP). It still remains to be seen whether HB5043 will be passed into law. What can be observed even at this stage, however, is that there may well be a discordance between Church proclamations regarding faith-based sexual morality on the one hand, and popular opinion and actual practices under difficult economic and social circumstances on the other. In this respect, sustainable population control in the Philippines continues to be an uphill battle, given the Church‘s persistent association of artificial contraception with a pernicious „culture of death“. This paper is an empirical study of the effect of age-structure of population on economic growth in Vietnam. The statistics show that in recent years, Vietnam‘s demographics have been changing remarkably with an increase in the labor force as well as a decrease in the dependency ratio. This change offers a great opportunity for the economy to enhance its economic growth at least in the short and medium terms. Our estimated results from regression models also indicate that Vietnam has utilized this opportunity: The change in demographics has contributed up to 15% of economic growth during the last five years. Another finding is that while being categorized as dependent, the aged population seems to have no negative impact on Vietnam‘s economic growth, but the young population does. Vietnam‘s population will probably shift from a demographic dividend to demographic debt in about 10 years. Therefore, it is very important for Vietnamese government to take advantage of this dividend period in order to improve human capital and technology and prepare a coming period of demographic debt. In addition, building up sound pension and health care systems in the medium term is also a must. (J Asia Pac Econ/GIGA)Bibliothek(en): H 222: 3/892

This article examines hundreds of Chinese handbooks on family planning, reproductive life, and the creation of high-quality offspring. It queries the emphasis these handbooks place on education and individual awareness, arguing that both the eugenic aspirations of the state and its focus on individual choice are misplaced when applied to rural regions. I argue that birth-planning and genetic awareness cannot be understood adequately without considering the interest of individuals and family-households in their sociocultural and economic contexts. Rather than following state reproductive policies, rural households take into account the effects of population planning and use these in their own interests. Though the interests of the state, individuals and households interact, they do not converge. Rather than presuming that increased education and awareness will raise interest in premarital testing, this article argues that the agency of the household overrides the wishes of the individual and the state to undergo premarital testing, not so much despite, but thanks to, eugenic education. This paper examines how uxorilocal marriage has evolved in relation to state policies, particularly the birth control policy and the initiation of market reforms. Using both qualitative and quantitative data collected in 30 villages in Hebei in 2005, I argue that uxorilocal marriage does not increase with state promotion and the policy-induced increase in the number of daughter-only families. The analysis shows that daughter-only families now have expanded possibilities, with uxorilocal marriage being only one option among many. Also, daughters as well as sons are increasingly able to participate in marriage negotiations; they make active marriage decisions in accordance with family circumstances; and while marriage decisions now reflect the desires of the young couples, they do not necessarily neglect the welfare of the elderly. Further, uxorilocal marriages, within the context of predominant virilocal and neolocal marriage patterns, take on modified forms. One such revised form is a virilocal wedding with uxorilocal residence. The evident flexibility of this family institution makes marriage forms diversified, complex, and constantly changing over time. (China J/GIGA)Bibliothek(en): 1a; 12; 385; 464; H 222; F 131

The other papers in this symposium on Japan address a number of important challenges facing the Japanese economy, including deflation, the continuing rapid accumulation of government debt, and the slowdown in productivity growth. All of these issues will be played out against the backdrop of an extraordinary demographic transition that makes solutions more difficult. With a total population that is already shrinking, Japan is heading into uncharted territory for an advanced industrialized nation. All that economists know about growth is based on data from economies that have had growing populations since the beginning of the Industrial Revolution. A shrinking population raises new and difficult issues. This paper addresses some of the issues now confronting Japan. Keywords: Japan; population; aging; economic growth; productivity; immigration. (WeltTrends / SWP)Bibliothek(en): H 220, H 221, H 371: ZS-INT

Japan’s post-war development was built around the family model of the man as the breadwinner and the woman as the home-maker. The mother’s role in children’s education was paramount. The economic crisis and Japan’s demography have meant that women’s role outside of the home has been deepened. But this change in the workplace comes up against strong social resistance, as witnessed by a recurring discourse chastising “bad mothers”. Matters of border control in twenty‑first‑century Japan interact with current social issues involving demography, the labour market and economic relationships with other countries in the region. Japan faces a rapidly ageing population, the highest life expectancy in the world, a birth rate well below replacement level and a shrinking population. Smaller families find it difficult to provide primary care for the sick, the elderly and those with disabilities, and the welfare system is stretched to the limit. At the same time, Japanese people are increasingly unwilling to undertake work regarded as ‚manual labour‘ or ‚unskilled labour‘. Thus, the management of border control is related to the labour market and the management of welfare. This is a range of policies which I would like to refer to as involving the management of bodies. This paper thus focuses on ‚the management of borders‘ and the ‚management of bodies‘ in contemporary Japan. (J Asia Pac Econ/GIGA)Bibliothek(en): H 222: 3/892

This study examines the demographic and discursive challenges taking place against Koreans‘ long-held ethno-nationalism. While Koreans have formed their national identity based on the notion of ethnic homogeneity, an increasing influx of migrant workers and foreign brides is dramatically transforming the demographic landscape of South Korean society. This article presents the empirical realities of recent demographic changes within the South Korean population and identifies three mechanisms that have raised critical voices against the essentialist and exclusivist tendency found within Korean nationalism: protests by migrant workers, advocacy and support from social movement organizations, and discursive criticisms from academia and mass media. All these have contributed to the loosening of Korean ethnocentrism - a trend evident in recent survey data on Koreans‘ national identity. This article underscores that the real contradiction lies between Koreans‘ attachment to the nationalist identity that undergirded their political survival and economic success during the nation‘s turbulent modern decades and the present realities of a multi‑ethnicizing population that demands pluralist and fluid understandings of social membership and collective identity.
