Current situation
� Cooperation between the local stakeholders is inadequate, non-coordinated, and sporadic;
� Agriculture is the most important business activity according tothe beliefs of the majority of representatives of local stakeholders
� Rural issues and rural demands are poorly recognized by the local actor’s;
� Lack of specific experience in the LEADER+ approach.

Steps required -
I - Designing of the certification model
� Defining of tool for identification of the level of compatibility of local actors in relation to the requirements defined through the seven key principles of Leader + program - qualitative and quantitative indicators(output, outcome, impact indicators) based upon LEADER+ evaluation system
� Designing of evaluation forms for representatives of each particular sector
� Designing the reporting model that will include recommendations for each of the sectors evaluated

II – Evaluators selection / Training
Criteria for the selection of evaluators:
� At least one evaluator per each particular sector� Sensitive on rural issues
� Communications skills
� Experience in rural development
Trainings of evaluators:� In LEADER+
� Specific requirements of the certification process – evaluation/sectoral approach
� Through lectures and direct training on the spot
