Ideenwerkstatt (6 Monaten)
Partizipatives Planungsverfahren
Gilt für Situationen, in denen es Konflikte gibt. Hinsichtlich der Durchführung eines Projekts oder es gibt Aspekte, die noch geklärt werden müssen.
Es ermöglicht in kurzer Zeit zu konkreten Vorschlägen zu kommen und komplexe räumliche Konflikte werden diskutiert.
Das Verfahren involviert lokale Planungsbehörden, Experten und Planungsteams.
Die Teams werden eingeladen eine wettbewerbsfähige Einstellung und innovative räumliche Lösungen für ein Problem entlang des Korridors, wo Investitionen nötig sind, zu produzieren.
Das Verfahren schafft die Voraussetzungen, um mit direkten Investitionen fortzufahren.
Ergebnisse des Verfahrens sind Vorentwürfe und Empfehlungen.
Collaborative Assessment (2 Monaten)
Die Aktion kombiniert quantitative und qualitative Methoden.
Es basiert auf einem Vergleich verschiedener Raumentwicklungs-Strategien.
Die Strategien werden von einer Gruppe von Experten entwickelt und mit einem Team von lokalen Akteuren diskutiert (1 Monat).
Durch eine Auswertungsmethode, basierend auf einer Multi-Kriterien-Analyse, macht man mit einer Gruppe lokaler Experten eine erste Prüfung der Alternativen (1/2 Tag).
Von der geführten Diskussion werden die Themen ausgewählt, die als strategisch für die Entwicklung des Gebiets betrachtet werden und die Lösungen, die angemessen erscheinen. Diese werden bei Expertengruppen in einer zweiten Session weiter überprüft und diskutiert (1/2 Tag).
Ergebnisse des Verfahrens sind Empfehlungen für die Weiterentwicklung einer gemeinsamen Raumentwicklungs-Strategie.

3 aspects are considered strategic to the positive implementation of the action:
– the use of visualization techniques in all stages of the action: to give the participants a concrete idea of the discussed measures and of the different impacts of their implementation;
– the active role of the participants who is delegated the responsibility of finding a common ground through a focused interaction;
– the informal setting of the action, aiming at providing the needed environment for a free and open interaction and a creative attitude.

• Through a questionnaire the participants were asked to assess the crucial features and components of each scenario and to come to a shared decisions about the desirability of each proposed situation.

Missing financial resources are the biggest worry of the group and the aspect meant to play the biggest role
Benefits show up clearly regarding Strategy 2 – Net-Regio
The least expensive/costly is Stretegy 2 Net-Regio
Strategy 1 Frankheim and 3 EuroHUB are equally considered a less beneficial option
The most costly scenario is Strategy 3 Huro-HUB

Integrated development should be the goal Solving economic and transport problems creates resources for the social aspects Which is the better use for the existing brownfield? Housing or logistics Solutions that will enable better local rail connections will also improve the settlement development Costs of infrastructure development affect not only the building sites but also impact on real estates
values, quality of the environment, etc. Political dimension is also an issue: the regions are not strong enough (they are not relevant lobbyists). Environmental and social costs are always underestimated We need to be integrated in the European transport network Attractive public regional transport is important for the development of the whole region; high-speed is
more productive at the international/national level; Separation of flows is the most beneficial intervention The high-speed solution bring the most positive impacts on the network if combined with smaller
investments on the rest of the lines; the two additional tracks are the first step of a bigger strategy; Small investments will produce the needed capacity also for freight traffic but provide resources also for
compensation measures (noise protection, by-passes, etc.) Logistics can be a support for industrial conversion Rhein-Neckar without logistic development will not be able to grow in the needed way and redevelop
the brownfield Funding of logistic investments is politically difficult to justify A dedicated line for freight in the region is difficult because of the slopes: we can not avoid mixed use of
the tracks (?)

3 groups (of max 4/5 experts)
1st Step Thematic discussion (45 min): the teams debated the crucial themes highlighted during the ANP session. 3 main sets of topics were further analysed:
1. Spatial quality: What does it mean integrated Settlement / Transport / Social Development?
2. Optimal speed / Accessibility: What kind of railway network do we want?
3. New services: How could logistics contribute to regional development?

Recommendations:
• Presentation and discussion (1/2 h): each team presented the outcomes of its work and a plenary discussion followed.
• Recommendations: on the basis of the final discussion, participants elaborated the recommendations that will constitute the core components of the interregional strategy

A coordinated development strategy is needed for the two regions
Solutions have to promote a better use of the existing capacities
The new investments should focus on freight network in order to made it more efficient, minimize impacts and exploit the opportunities offered by the demand for logistic services in the region;
The presence of logistic flow is a resource: it has to be integrated in the region through a sustainable strategy.
No by-passes, but high-standard solutions
The experts group should continue working and study a new alternative

Verschiedene thematische und räumliche Zuständigkeiten von Gebietskörperschaften und konzessionierten Unternehmen verlangen eine vertikale wie horizontale Koordination der Planung
Europa schlägt im Weissbuch die Co-Finanzierung von Infrastrukturvorhaben der Mitgliedsländer vor.
Das Interreg-Projekt Code 24 schlägt vor, diese Investitionen an klare Vorgaben zu knüpfen. Finanzierte Projekte sollen:
• Eine regionale Trägerschaft aufweisen;
• die Partizipation bei ihrer Erarbeitung gewährleisten;
• auf einer gemeinsamen und integrierten regionalen Entwicklungsstrategie beruhen. (Diskussion, was ist die räuml. Einheit)

Kriterien der Priorisierung

Capacity – Capacity along track: Succession of trains (constructional and operational
control) – Competition between operational modes (regional-freight-passengers)– Capacity along traffic nodes
Spatial compatibility – Potentials for inner development around railway stations – Noise emissions – Transport of dangerous goods and relevant incidents (Störfallvorsorge)
Velocity – Competition between velocity modes (Geschwindigkeitsdifferenz) – Efficiency of nodes (Knoteneffizienz und deren Anschlusszeiten) – Substitution of short range air traffic
